Frank Loy

Chairman, Resources for the Future; Under Secretary of State for Global Affairs (1998 – 2001), Population Services International

Frank E. Loy was Under Secretary of State for Global Affairs from 1998 to January 2001. As such, he was responsible for the environment and science, human rights, and the promotion of democracy. During his tenure, he served as chief U.S. negotiator for a number of treaties, including those on climate change and on trade in genetically modified agricultural products. He served in the Department of State in two previous administrations. From 1981 to 1995 he was President of The German Marshall Fund of the U.S. He has served as chairman of numerous non-profit boards, including Environmental Defense, and the League of Conservation Voters. He is currently on the boards of Environmental Defense, the Pew Center for Global Climate Change, Resources for the Future, The Nature Conservancy and Population Services International. He received his B.A. from UCLA and L.L.B. from Harvard. He is married to the former Dale Haven, a professional painter, and has two children.
